We want to make Gujarat once again a Manchester of the East and become number 1 in textiles : Vijay Rupani

Gujarat Chief Minister Mr. Vijay Rupani has announced today the Garments and Apparel Policy-2017, with the aim of creating more opportunities in the garment sector of Gujarat and to create huge employment opportunities for women through the apparel industry. We want to make Gujarat once again a Manchester, said Mr. Rupani during his announcement at Gandhinagar.

This Policy is prepared with an aim to make Gujarat number 1 in textile which produces more of cotton. In a detailed announcement Mr. Rupani said that State Government makes efforts to make the chain more suitable for farm-to-fibre, fibre-to-fabric, fabric-to-fashion and fashion to foreign exports. The number of women in the field of garments and textiles is special. Under the Garment and Apparel Policy, to encourage women’s employment through this Policy State Government will pay Rs. 4,000 per month to female workers working in the factories and Rs. 3200 per month to the male Workers. This promotion of assistance will be available for up to five years.

Mr. Rupani said that, spinning and weaving industries have developed in the state. In the last five years, more than 25 lakh spindles have been established in the state. More five to seven lakh spindles are being installed. Investment in this sector is Rs. 20000 crore and there will be more investments through Garment and Apparel Policy-2017. Small industrialists are coming in large numbers in this area. State Government will provide interest subsidy up to a maximum of Rs.7.5 crore per annum on five percent basis for five years. Not only this, State Government will also give a subsidy of Rs.1 per unit for five years in the electricity bill of the industrial unit, he added.

Mr. Rupani speaking about the state government’s policy of giving big benefits to small industries said that, State government will provide 50% subsidy for project cost to build ‘plug and play’ shed for garment-apparel manufacturing units in the state’s industrial estates. ‘Plug and Play’ shades with adequate infrastructural facilities will be made in industrial estates. Unit assistance will be provided on 50% basis of the amount determined in the Dormitory Assistance Scheme for industries. Dormitories will be given on long term lease or rental bases as per the demand of industrial units for this. To build a dormitory for workers, State Government will provide 50% of the total expenditure of the project cost to the private developer up to Rs.5 crore.

For the construction of a training institute for craftspersons under the skill development scheme, the state government will contribute for 85% of the project cost up to Rs. 3 crore. State Government will provide Rs. 20 lakhs for 50% of the total expenditure for basic facilities such as plant and machinery, equipment, power generation for the training center. State Government will also provide reimbursement assistance of 50% of the fee charged by training institutions for middle-class management courses in the limit of Rs. 7500 per Trainee. In order to create infrastructure for making mega Apparel Park, State Government will provide assistance of 50 percentage of total expenditure in maximum limit Rs 10 crores. For mega apparel parks, developers will be exempted from paying stamp duty for purchase of land.

Gujarat has a reputation as a policy-driven state. Garment and apparel policy-2017 is another important step in this direction. This policy will provide employment to more women in rural areas, and will create huge opportunities for the youth of the state as well as new opportunities for export will also be created said Mr. Rupani.
